The research employed a quantitative approach with a survey design involving 34 employees as a complete sample (saturated sampling). Data was collected using a Likert-scale questionnaire and analyzed through multiple linear regression using SPSS 27. The findings indicate that situational leadership has a significant effect on employee performance, while organizational culture shows a positive but nonsignificant effect. However, both variables simultaneously have a significant influence on employee performance, with a coefficient of determination (R²) of 0.357, indicating that situational leadership and organizational culture explain 35.7% of the variance in employee performance. These results highlight that adaptive leadership plays a dominant role in production-based work environments, whereas organizational culture needs to be strengthened to optimize its contribution to performance outcomes. The research employs a qualitative descriptive approach using interviews, observations, and documentation. The results reveal that problematic financing is mainly caused by internal and external factors, such as weak initial analysis, unstable economic conditions, and member negligence. The handling strategies include a systematic process of warnings, direct visits, formal notices, rescheduling, collateral sales, and PPAP. Moreover, a personal approach based on silaturahmi and the absence of additional margins reflect the application of justice and Islamic principles in maintaining financing quality.</em></p> Alda Naila Adibah, M. Pendekatan penelitian yang digunakan adalah kuantitatif dengan jenis penelitian asosiatif kausal. Sampel sebanyak 119 responden diperoleh melalui teknik Slovin dengan tingkat kesalahan 5%. Data dikumpulkan menggunakan kuesioner berskala Likert lima poin dan dianalisis menggunakan regresi linier berganda serta uji t, uji F, dan koefisien determinasi dengan bantuan SPSS 23. Hasil penelitian menunjukkan sistem kompensasi berpengaruh negatif dan signifikan terhadap kinerja, sedangkan budaya kerja berpengaruh positif dan signifikan terhadap kinerja. Secara simultan, sistem kompensasi dan budaya kerja memberikan pengaruh signifikan terhadap kinerja juru parkir. Temuan ini mengindikasikan bahwa peningkatan kinerja pegawai membutuhkan pendekatan holistik yang memperhatikan keseimbangan antara kompensasi yang layak dan penguatan budaya kerja yang positif. Penelitian ini memberikan kontribusi teoretis mengenai dinamika faktor organisasi yang memengaruhi kinerja tenaga lapangan serta rekomendasi praktis bagi perumusan kebijakan manajemen SDM sektor pelayanan publik.</p> Nilam Cahyati , Moh. As the frontline of urban cleanliness, pasukan kuning face challenges such as heavy workloads, limited educational backgrounds, and low social recognition. Using a descriptive qualitative approach, data was collected through in-depth interviews with officials of the Environmental Agency, field supervisors, and sanitation workers, as well as direct field observations. The findings indicate that transformational leadership is reflected in providing motivation, moral examples, individualized consideration, and work empowerment. These practices result in improved discipline, enhanced intrinsic motivation, small-scale innovations in work methods, and stronger team synergy. However, limitations remain, particularly regarding structural support and institutionalized incentives. The study contributes theoretically to the discourse on public sector human resource management and offers practical recommendations for strengthening training, reward systems, and welfare policies for sanitation workers in Jombang.</em></p> Eko Cahyono, Moh. The research employs a qualitative descriptive approach through literature review and secondary data analysis drawn from official documents, statistical data, and regional disaster risk assessments. The findings reveal that disaster risks are influenced by population density, weak drainage systems, and low public awareness of mitigation. However, Yogyakarta’s communities possess strong social and cultural capital—such as <em>gotong royong</em> (cooperation), <em>tepo seliro</em> (empathy), and <em>ilmu titen</em> (local observational knowledge)—which can be integrated with modern technology. Lessons from Japan and the Philippines highlight the importance of community participation and institutional support in disaster risk reduction. This study recommends strengthening community institutions, expanding disaster education, and integrating local wisdom into mitigation systems to realize a resilient, community-based disaster management model.</p> Usriya Fara Nabila, Moh.
